Ray of Frost is the best choice for the boss fights that have few adds involved, but to be honest, most bosses in D3 don't really allow you to just nuke them endlessly. Slow time can be used to boost damage in several ways in addition to providing some defense. Conflagration will cause the Hydra to give you an additional 10% boost to your damage.
